Dwayne counsels the firm’s clients on legislative and regulatory matters in Congress and the Executive Branch. With more than two decades of experience tackling complex regulatory and legislative challenges, Dwayne has worked in and out of government on some of the most pressing domestic and national security issues.

A former Trump Administration political appointee, Dwayne served at the U.S. Department of Energy in the Office of Congressional and Intergovernmental Affairs as Deputy Assistant Secretary of House Affairs, and Principal Deputy Assistant Secretary. In those roles, he coordinated legislative and regulatory activities for the Secretary and the Department’s program offices. He also worked with the nation’s Governors, Mayors, and Tribal Communities on advancing energy priorities.

Before joining DOE, Dwayne served in government relations positions with a number of well-established Washington, D.C. offices, including the Association of American Railroads, Caterpillar, and Edison International.

Prior to entering the private sector, Dwayne worked in Congress as a senior legislative assistant to House Armed Services Committee Chairman Mike Rogers (R-AL).

Originally from Kingston, Jamaica, Dwayne was raised in Connecticut where he earned an undergraduate degree from Central Connecticut State University. He also earned a graduate degree in Transportation Policy from George Mason University.
